General procedures for the delivery of resources to incontinent and prostrate patients, an imperative support

Introduction: the accelerated increase of aging in Cuban population and the political will of the state aimed mainly at the care and protection of the most vulnerable groups constitutes one of the bastions for the Social Assistance of the Cuban Public Health System together with other sectors of the country’s economy.
Objective: to analyze the general procedures to deliver the resources for the patients suffering from incontinence and who are prostrated establishing the benefits for this vulnerable group of old-aged people in primary health care.
Method: a partial description of the document is made for the understanding of concepts and to set up a comparison with the current terms of use worldwide, based on the regulation of Minsap-Internal Trade (03/93/PI), reaching to a consensus by means of the inductive deductive method, considering the basis of the creation of a team of competent authorities, a new classification is available from a more scientific perspective, the legal framework that facilitates the standardization of a new classification for the development of a better and more equity work for the benefit of the old people in need of the established aid all over the country.
Conclusions: new concepts and proposals are offered that could facilitate an identification of patients subordinated to these benefits, providing a scientifically based distribution and more equitable in the delivery of the resources assigned to individuals with proven vulnerability, thus improving the work to the level of community when the resources intended for their protection are used.
